Rockwood voters will decide on fate of Prop 3 Tuesday

Polls will be open from 6 a.m. – 7 p.m. for voters to cast ballot on the no-tax issue

At a Town Hall Meeting Oct. 17 at Lafayette, Director of Finance Dan Steinbruegge explains the upcoming Prop 3 bond issue. Voters will decide on the issue during voting on Nov. 7.

Proposition 3 is a no-tax rate increase levy transfer. If passed, it will allow the district to transfer 54 cents of the tax rate from the Debt Service Fund to the Capital Projects Fund. 

Voting for Prop 3 will take place Nov. 7 from 6 a.m.-7 p.m. Voters can place absentee ballots Nov. 6 from 8 a.m.-5 p.m. at the Daniel Boone Library. Anyone 18 or over who is registered to vote and lives in the Rockwood School District is eligible to vote.


According to the Rockwood School District website, Prop 3 would simply move funds from one area to another, while saving taxpayers money. If passed, tax rates would remain the same and debt interest would be unaffected. 

The district’s total tax rate is divided into four groups, one for each district fund. Because of Missouri law, tax dollars collected in each fund can only be used for the specific purpose of the fund, ensuring no misuse of tax dollars.

District officials said current funding resources are not enough for Rockwood’s maintenance and refreshment needs. Funds from the last bond issue, Prop T, were depleted completing projects over the summer, which is why Rockwood is encouraging passage of the proposition.

Prop 3 requires a simple majority vote to pass.

“We want to, as quickly as possible, work to effectively address [update] needs because students are feeling [the effects] not just today, they will feel it in the future as well,” Superintendent Curtis Cain said.

While not all priority projects can be funded immediately, there are some priority projects the district has communicated. If Prop 3 passes, items in three categories will be changed (either updated, added or replaced) at Lafayette, including:

  • Safety:
    • Radios
    • Door access systems
    • Security cameras
    • Intruder alarm systems
    • Surveillance stations
  • Technology:
    • Cybersecurity measures
    • Technology infrastructure
    • New Chromebooks for freshmen
    • Staff devices
    • Classroom projectors
    • Computer labs
  • Facilities:
    • HVAC systems
    • Elevator systems
    • Clock and bell systems
